PSD Guidelines For Application of Scholarships For Professional Programs – Local and Overseas. The Public Services Department (PSD) provides scholarships to students who have already graduated with scholarships from PSD. These students may again apply to further their studies for Master and Professional Programs (local and overseas) as long as the terms and criteria of the applications are met.
Terms and Criteria of Application
General Terms and Conditions
Students applying for this scholarship must be students who have been previously sponsored by PD for their 1st Degree Level.
Students applying for this scholarship should submit their applications within one year after completing their 1st Degree Level so as to allow sufficient time to obtain a place at the institution applied for.
Students must achieve 1st Class in their Degree Level which are specifically written on their scroll. In cases where universities do not have class system, students should achieve at least CGPA of 3.75.
Students wishing to pursue their studies overseas must choose the universities with ranking of 4,5 and 5* only.

o Science and Technology
# Academic Requirements For Local and Overseas Programs:
Students must achieve 1st Class or CGPA of 3.75 or above in their 1st Degree Level.
o Social Sciences
# Academic Requirement for Local and Overseas Programs:
Students must achieve 1st Class or CGPA of 3.75 or above in their 1st Degree Level.
o Professional
# Academic Requirement For Local Program:
Students must achieve 1st Class or CGPA of 3.75 or above in their 1st Degree Level.
# Academic Requirement For Overseas Program:
Students must achieve 1st Class or CGPA of 3.75 or above in their 1st Degree Level.
# Fields of Study For Local and Overseas:
ACCA/CIMA/CLP/RIBA
Students must achieve 1st Class or CGPA of 3.75 or above in their First Degree Level.
Application Forms
The application forms can be downloaded from the PSD website. All duly completed forms must be certified by any Government Officials from the Administrative and Professional Group, or the Chief of Village/Chieftain.
Students who are already abroad may obtain the certification from officers from the Malaysian Embassy or the Malaysian Consulates/Malaysian Students Department who are within the Administrative and Professional Group.
The application forms for scholarships to study overseas can be obtained from PSD as and when the program is advertised.
Application Forms
The application forms for loans to students of the Public Higher Learning to study at the local universities can be obtained at the respective universities. The advertisement can also found on the PSD website under the title “COURSES AND SPONSORSHIP”.The completed forms should be addressed to:-

The closing dates for Overseas Master and Professional Program application are 31st January, 30th April, 31st July and 31st October.
The closing dates for Local Master and Professional Program are 30 June and 30 November.
Application forms will only be processed after the respective closing dates and the results will be announced within two (2) months after the closing dates.

Please enclose together with the application forms certified copies of the following documents:-
* Identification Card
* Offer letter from the university (Master)
* All examination transcripts of the 1st Degree Level and the scroll.
The Rights of PSD
All considerations are subject to the available allocations and changes to Government’s policies from time to time. PSD is thus not bind to approve all applications received even though they met the terms and criteria set. PSD has the right to make any changes to the scholarships facilities provide at any time it desires including making changes to the terms and criteria without prior notice. All examination transcripts at 1st Degree Level and the scroll. PSD has the right to retract any scholarships offered if it deems necessary without any prior notice.
