Can Malaysian Government contribute and help Afghans to further education themselves? If yes, how?

What are the criterias for getting a scholarship of IIUM?

Education that is considered as the backbone of the economy and that could play a vital role in the development of our country is seriously damaged during the non-stop wars and agressions. During these wars and aggressions not only the physical infrustructure has been damaged but also the intellectual property of the country as 60% of the teachers died and/or left the country. So would highly be appreciated if IIUM in collaboration with the Malaysian government announces scholarships for both post and undergraduate students of Afghanistan.
